& Brief Instructions

Dear Colleagues,

The linked 2025 NOFO Renewals & Transitions List indicates the details for how each project currently receiving CoC funding will submit a project application in the 2025 CoC competition. It includes information on budget amounts, project application types, and the component type (PSH, TH, etc.) for which applicants are authorized to apply. It is based on the Guiding Principles for Permanent Housing Retention adopted by the CT BOS Steering Committee.

As you know, HUD has withdrawn the 2025 CoC NOFO and indicated that they intend to release a revised version. We are sending this information in advance to help you prepare. We will send additional instructions should HUD release a revised NOFO.

Below are brief instructions (be sure to scroll to the bottom – What You Should Do Next) to help you locate your project(s) at the link above and understand what type of project application and budget line items you will submit.

Instructions:

The Document is organized into 6 sections (Sections 5 and 6 are on p.7). Please scroll to the section that corresponds to your grant(s) and follow the relevant instructions.

  1. PSH Grants Retained as PSH

These are PSH projects that will remain PSH.

  • Projects appearing on this list will submit a Renewal Project Application.
  •  From the 2024 Renewal Project Application Instructions: Respond “Yes” to the question – Are the requested renewal funds reduced from the previous award due to reallocation?
  • This question appeared on the Submit Without Changes Screen. If the 2025 application has a different configuration, look for a similar question elsewhere in the application and indicate Yes.
  • The Budget Line Items (BLIs) shown are the only lines you should apply for in your Renewal Application(i.e., Housing Costs and a pro-rated admin amount)
  • The remaining BLs (i.e., Supportive services, HMIS and a pro-rated admin amount) are being moved into Supportive Services Only (SSO) applications and will not be included in your PSH renewal application. DMHAS will be the SSO applicant.

2. Renewal Grants – Unchanged

These projects will submit a Renewal Project Application.

  • No change in component type
  • No change in total budget

Please apply using the total amount listed. You may shift up to 10% of funds from one Budget Line Item (BLI) to another BLI; however, you may not add a BLI that does not already exist in your grant.

3. PSH Grants Transitioning to TH

These projects will submit New – Transition Grant project applications, changing their component type to Transitional Housing (TH)

4. RRH Grants Transitioning to TH

These Rapid Rehousing (RRH) grants will convert to TH. Most projects will submit New – Transition Grant project applications.

  •  Apply at the dollar figure shown in the Total Amount column.
  • If your agency is transitioning two or more grants to TH, you may opt to consolidate those grants into a single TH transition project application. The consolidated project will be ranked using the average renewal evaluation score for each of the projects being reallocated to create the single consolidated project.
  • Stay tuned regarding additional budget parameters for TH projects

5. DV Bonus Grant Transitioning to TH

These DV Bonus grants will convert to TH via the reallocation process. They will submit New- Regular project applications.

  • Apply at the dollar figure shown in the Total Amount column.
  • If your agency is transitioning two or more DV Bonus grants to TH, you may opt to consolidate those grants into a single DV Bonus New-Regular project application. The consolidated project will be ranked using the average renewal evaluation score for each of the projects being reallocated to create the single consolidated project.

6. YHDP Grants Changing to TH

These YHDP grants will convert to TH by submitting New – YHDP Replacement project applications.

  • Apply at the dollar figure shown in the Total Amount column.
  • Stay tuned regarding additional budget parameters for TH projects.

What You Should Do Next

  1. Locate each of your grants in the tables.
  2. Identify the type(s) of project application(s) your agency will be responsible for submitting (renewal, new-transition, or new-regular)
  3. Await additional instructions for submission of project applications in e-snaps.
