2026 HUD Notice of Funding Opportunity (NOFO) Released!
Dear Colleagues,
As you may know, HUD released the 2026 CoC Notice of Funding Opportunity (NOFO) yesterday. See HUD CoC 2026 NOFO.
We will send out more information on the NOFO and upcoming webinars shortly.
In the meantime, please check out what providers can be doing:
For projects that expect to transition from permanent to transitional housing, review this updated PH to TH Conversion guidance. In particular – see slides 14-16 for new HUD information.
If you are an applicant or if you’re responsible for completing and/or submitting a DOH or DMHAS application, please take a few moments to ensure that:
- At least 2 people from each agency have access to e-snaps
- Your e-snaps applicant profile is up to date
Here is a link to the e-snaps 101 Toolkit to assist.
E-snaps updates:
- Security measure: users are inactive after 3 months without logging in
- Contact e-snaps@hud.gov to request password reset
- Indirect cost form added to applicant profile (How to update app. profile)
- Indicate whether or not applying an indirect cost rate
- If yes – indicate whether using the 15% de minimus rate or a negotiated indirect cost rate (NICRA).
- If using a NICRA – complete the associated chart.

Note that if your agency has a NICRA, it must be applied to each federal grant.
