Overview
This is the official response from HUD, provided by CaseWorthy in regards to the difference between the HUD CoC APR- Fall 2017 and the Data Quality Report in HMIS.
Instructions
For Q16 and Q18 you will only be looking at the latest income at annual assessment for stayers, and the income at exit for leavers. The point is to be able to look at changes in income. The APR and the CAPER now also include the data quality report under Q6, so the data quality measures will always be available for the same report period as rest of the questions. However, the data quality questions serve different purposes than Q16 and Q18 and they are not necessarily comparable. Please contact hmis@nutmegit.com if you have any questions.

**Note: The above section, Q4. Income and Housing Data Quality causes confusion for users due to seeing assessments in HMIS, but having clients show in the Error Count. Please see the explanations below for some of the causes:
~ The DQR will only look for Annual assessments created in a workflow.
~ The DQR will only look for Income assessments attached to an existing annual assessment that was created properly. There can not be a break in the string of assessments in order for the DQR to pull it in.
~ The DQR will not look for Income assessments added in the Financial Assessment form, using “Add New” AND not attached to an existing annual assessment. This is what causes the break in the string mentioned above.
