CT DOH Rapid Rehousing Requirements & Operations Guide
Dear Providers:
The CT Statewide Rapid Rehousing Requirements (RRH) and Operations Guide has been updated. Significant changes are summarized below:
- Each Youth Housing Demonstration Project (YHDP) RRH project may now select which of the approved rent calculation methodologies they will use (i.e., the standard methodology or the YHDP specific methodology). The project may not apply different rent calculation methodologies for different participants, except as necessary to transition from one methodology to the other. Where there are multiple YHDP RRH projects operating within a single Coordinated Access Network (CAN), projects are encouraged to coordinate with their CAN to determine whether using a consistent methodology for rent calculation among all such projects would be advantageous.
- HUD approved Special Activities are now listed as eligible expenses. YHDP projects should review their grant agreement and/or consult with the Department of Housing (DOH) to determine the extent to which any YHDP Special Activities have been authorized by HUD.

The Operations Guide was released in 2022, establishing policies and procedures for CT RRH projects funded by DOH, CT Balance of State (BOS) and Opening Doors Fairfield County (ODFC) Continuums of Care.
