Reminder: HIC Open

Dear Colleages:

 

This post serves as a reminder that the Point in Time (PIT) database is open for projects to enter their Housing Inventory Counts (HIC). Projects that have homeless housing inventories (units and/or beds dedicated to people who have experienced homelessness) other than rapid rehousing (RRH) projects, are required to review and update their inventories by Friday, October 24. RRH projects will need review/updating in January. See additional information and resources below.

Definitions

The HIC and PIT counts are our annual counts, required by HUD, of

  • all beds and units (HIC) dedicated to serve people experiencing homelessness
    • Includes emergency shelters, transitional housing, safe havens, rapid rehousing (RRH), permanent supportive housing (PSH) and other permanent housing (OPH) (e.g. emergency housing vouchers)
    • Takes place now, except RRH
  • the people experiencing sheltered and unsheltered homelessness (PIT) at a single point in time within the CoC.
    • Sheltered homelessness consists of people staying in emergency shelters, transitional housing or safe havens
    • Unsheltered homelessness involves people sleeping in places not meant for human habitation that Street Outreach Programs and Youth Navigator Programs would encounter
    • PIT date is Tuesday, January 27, 2026
    • People in RRH, PSH and OPH are also counted at this time

1).  Sheltered Programs Training – video

To confirm HIC for the following program types:

·    Emergency Shelter (ES)

·    Safe Haven (SH)

·    Transitional Housing (TH)

·    Permanent Supportive Housing (PSH)

·    Rapid Rehousing (RRH) programs (Note: no review needed until January, except to add/remove a program)

Other Permanent Housing (e.g. emergency housing vouchers)

2). Unsheltered Programs Training – video

To prepare Street Outreach programs (including Youth Navigators) for PIT
