Dear Colleagues:

The draft New Haven, Hartford, Waterbury, and State of CT HUD Annual Action Plans have been released for public comment. Below is information on what Consolidated and Annual Action Plans are all about and the deadlines for public comment.

The Consolidated Plan is a tool for states and local jurisdictions to assess their affordable housing and community development needs. This process involves engaging in a community-wide dialogue to identify priorities that align with the funding from various CPD formula block grant programs, including the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships Program, Emergency Solutions Grants (ESG) Program, and Housing Opportunities for Persons With AIDS (HOPWA) Program.

Annual Action Plans serve as a roadmap for implementing the goals outlined in the Consolidated Plan. These plans provide an overview of the actions, activities, and resources, both federal and non-federal, earmarked for addressing priority needs each year. Through the Annual Action Plans, communities track progress, adjust strategies and ensure accountability in achieving their housing and community development objectives.
