Dear Colleagues,

We are writing to remind you of some important information regarding your CoC Grants.

All projects awarded under the 2023 funding competition (NOFO) should now have an executed grant agreement in place with HUD. The deadline for finalizing 2023 grant agreements is 12/31/2024. Please review your awards and be in touch with the CT HUD Field Office if your grant hasn’t yet been executed.

GRANT AMENDMENTS:

If your agency is planning to request changes to a CoC grant, we strongly recommend that you seek a grant amendment as soon as possible. As a reminder, grant agreement steps are as follows:

  1. Coordinate with the other party (recipient) if the recipient is changing.
  2. Confer with the local CAN representiatives to determine that the change meets CAN needs and obtain approval.
  3. Contact your local HUD field office representative to make the formal request.
  4. If approved, notify CT BOS of the amendment approval, submitting the grant amendment to Zengine.

The goal is for all grant amendments to be finalized prior to HUD’s release of the 2025 Grants Inventory Worksheet (GIW), which usually occurs in April. Grant amendments are only allowed on renewal grants. New projects in their first year of operation are not eligible for amendment. Once the GIW is released, projects must review it to ensure changes made in the amendment are reflected in the GIW.

Additionally, after HUD announces the 2024 CoC awards (generally in or around February), they will open the technical submission (C.1.9a.) process. As a part of that process, grantees with approved grant amendments should ensure that the budget line items (BLIs) of their 2024 grant as shown in the technical submission aligns with the budget as amended. If the BLIs do not align, you risk having your budget return to the pre-amendment amounts.
