Deadline Extension for LOCCS Multi-Factor Authentication – 11/2/26
Dear Providers,
Please see the message below from HUD. HUD has extended the deadline for Multi-Factor Authentication (MFA) enrollment in HUD Secure Systems to November 2, 2026.
Why this matters for your agency:
HUD Secure Systems is the login portal for eLOCCS, which CoC recipients use to draw down grant funds. Anyone at your agency who logs into Secure Systems — including eLOCCS Approving Officials (Coordinators) and eLOCCS Users — must be enrolled in MFA to keep their access. If no one at your agency is enrolled by the deadline, you risk losing the ability to submit drawdowns until access is restored.
What to do:
1. Identify everyone at your agency with a Secure Systems (M-ID) login. For CoC projects this only impacts eLOCCS drawdowns. Other HUD systems used by CoC projects are not affected by this MFA change.
2. Have each eLOCCS user complete MFA enrollment. Step-by-step instructions, including a desktop guide, are on HUD’s MFA Guide
3. If you run into problems, contact REACTAC@hud.gov and cc CPDGDAS@hud.gov before 11/2 so HUD can help or make other arrangements.
If all eLOCCS users at your agency have already completed enrollment, no further action is needed related to your CoC projects.
Please forward this to the appropriate finance and grants staff at your agency. Let us know if you have questions.
Have a great weekend!
Sincerely,
CT BOS Team
