Opportunity to Apply for DV Bonus Funding

The Connecticut Balance of State Continuum of Care (CT BOS) is soliciting proposals for new DV Bonus Projects. New DV Bonus funds totaling over $2.6 million are available to CT BOS in the 2025 Notice of Funding Opportunity (NOFO). DV Bonus projects must serve individuals and families who are fleeing or attempting to flee domestic violence, dating violence, sexual assault and stalking and who qualify as homeless under the HUD homelessness definition categories 1 and 4. Qualified nonprofit organizations, State or local government, instrumentalities of state or local government, public housing authorities, Tribes or Tribally Designated Housing Entities may apply.

To do so, providers must submit an application both in e-snaps (HUD’s web-based application portal) and upload the e-snaps application to Zengine (CT BOS’s web-based application portal), by 12/15/25.

DV Bonus allowable program types:

The application process will entail two parts:

If the amount of DV Bonus funding requested exceeds funding available, applications will be scored. Any applicant selected will be notified by email and provided with instructions on next steps, including details on step #2 above.

Projects must operate exclusively within the CT BOS Region of the state. This includes all cities and towns in the following counties: Hartford, Litchfield, Middlesex, New Haven, New London, Windham, and Tolland.

Projects must participate in and accept only referrals through the applicable local Coordinated Access Network(s) and adhere to CAN policies.

Applications must meet HUD’s 25% match requirement (i.e., match must equal a minimum of 25 percent of the total grant request including administrative costs but excluding leasing costs.)

Projects must operate in line with HUD’s CoC program rules (24 CFR 578), the FY 2025-CoC Program NOFO, CT BOS Requirements and all existing and subsequent guidance from HUD and CT BOS. Applicants must agree to participate in the annual Point-in-Time Count, submit Annual Performance Reports (APRs) and other required data on time.

Projects must participate in Connecticut’s Homelessness Management Information System (HMIS) or, for Domestic Violence Service providers, a comparable database.
