
E-snaps NOFO Preparations
Dear Colleagues,
While we are awaiting the CoC Notice of Funding Opportunity (NOFO) e-snaps applications, if you are an applicant or responsible for a DOH or DMHAS application, please take a few moments to ensure that:
- You and a colleague (at least 2 people from each agency) have access to e-snaps
- Your e-snaps applicant profile is up to date.

HUD instituted a new security measure earlier this year in e-snaps. Users are rendered inactive after a 3-month period without logging in. Users that have been locked out should contact the esnaps helpdesk (at: e-snaps@hud.gov) ASAP and request that their password be reset so they can have active access again. It is recommended that users create a calendar reminder or do something else (like going in once every month) to make sure access stays active.
HUD has added an indirect cost form to the applicant profile in which the applicant must:
- Indicate whether or not they will be applying an indirect cost rate
- If yes – indicate whether they will use the 10% de minimus rate or a negotiated indirect cost rate (NICRA).
- If using a NICRA – complete the associated chart.

Note that f your agency has a NICRA, it must be applied to each federal grant.
