Consolidations & Reallocations
This is the first year that HUD had planned for the grant renewal process to be at least partially automated. Given that, it is unclear whether the consolidation and reallocation processes will be available as they normally had been or if there will be different processes this year. We wanted to reach out to request that you consider reallocation and/or consolidation of HUD grants as applicable to your particular grants in order to be prepared should there be the opportunity to do so this year.
Consolidations
In order to consolidate grants, they must have the same: project component type (e.g RRH, PSH), type of rent (e.g. FMR), and grant recipient.
The benefits of consolidation are:
- less administrative burden
- 1 Renewal Grant application
- 1 APR
- 1 project in HMIS
- 1 project in the Renewal Evaluation process
- More flexibility with budgets
- All budget line items are combined and can be used for both projects
There may be additional benefits depending on individual agency and staffing patterns. Grantees would still be required to serve the same number of households and people, but in 1 grant vs. 2 or more.
The consolidation process has traditionally taken place within the e-snaps grant submission process during the NOFO period. Further instructions will be provided at a later date.
Reallocations
Reallocation is an opportunity to take part or all of a project’s funding and “give it back” to the CoC. For instance, if a project is having trouble spending all funds repeatedly year after year, the grantee may consider reallocating the portion of funds it is consistently unable to spend. This may also be done with a whole project which, for any reason, the grantee no longer wishes to run. The reallocated funds would enable development of new projects within the CoC. This process has also occurred during the NOFO project submission process.
