CoC Funded Stabilization Beds
for People Experiencing Unsheltered Homelessness
Dear Colleagues,
HUD announced in July that it will seek applications for new Transitional Housing through the 2025 CoC Program Notice of Funding Opportunity (NOFO). As you all know, things continue to evolve at the federal level. In order to be as prepared as possible, the Connecticut Balance of State Continuum of Care (CT BOS CoC) is alerting potential applicants to this likely funding opportunity. In particular, CT BOS anticipates seeking applications for Stabilization Beds serving people experiencing unsheltered homelessness who are medically and/or psychiatrically vulnerable, including but not limited to older adults.
Interested applicants are encouraged to begin formulating a project concept. CT BOS will release additional details, including the process and deadline to submit an application once HUD releases the CoC Program NOFO. CT BOS anticipates that little time will be available between a formal announcement of the funding opportunity and the application deadline.
CT BOS is providing the preliminary details below in advance to assist with project concepts. Please note that these items are subject to change based on information released by HUD.
· Housing stabilization beds should be part of the local Coordinated Access Network(s)’ (CAN) street outreach strategy.
· Housing stabilization beds provide immediate, short-term, temporary housing for people living in unsheltered locations. The primary purpose is to provide stability and a pathway to permanent housing or long-term care. Key services include:
o Offering a safe place to sleep and basic services like showers
o Providing case management and housing location assistance
o Providing linkages to visiting nurse and other medical and behavioral health treatment
o Providing linkages to public benefits and a broad range of community-based services tailored to each individual’s specific needs
o Aftercare services to support a smooth transition to permanent housing
· Stabilization beds can include but are not limited to hotel/motel locations.
· Project must dedicate 100% of CoC funded units exclusively to serve people living in places not meant for human habitation as defined by HUD and who have been determined by a CAN or street outreach team to be medically or psychiatrically vulnerable.
· Project must be located exclusively within the CT BOS CoC regions of the State. This includes all cities and towns in the following counties: Hartford, Litchfield, New Haven, New London, Windham, Tolland, and Middlesex.
· Projects must coordinate closely with one or more CT Department of Mental Health and Addiction Services funded street outreach projects and adhere to the CT Statewide Street Outreach Standards
· Projects are strongly encouraged to develop a partnership with a Federally Qualified Health Center (FQHC), a Local Mental Health Authority and/or other licensed medical and behavioral health providers.
· Projects may apply only for a one-year term. Projects are renewable on an annual basis through the CoC Competition.
· No more than 10% of the award can be spent on administrative costs.
· Applicants must meet HUD’s 25% match requirement as defined in the CoC Program Interim Rule (i.e., match must equal a minimum of 25 percent of the total grant request excluding the leasing budget line item)
· Eligible project applicants are nonprofit organizations, States, local governments, instrumentalities of State and local governments, and Public Housing Authorities.
· Eligible activities are: master leasing of a structure or units, operating costs, supportive services, HMIS, project administration, and/or VAWA.
· Projects, except victim service providers as defined by HUD, must agree to enter client data into the CT HMIS. Excepted projects must enter data into an HMIS comparable database.
· Project must agree to participate in the applicable CAN, adhere to CAN policies and accept referrals only through means authorized by the CAN.
CT BOS welcomes applications from both newcomers who have not received CoC funds before and those who have received them in the past. CT BOS provides training and support to make the application process accessible to all.
