CT Specific Guidance on HUD CoC Contract Terms Virtual Q&A Session w/Manatt

Dear Colleagues:
CT BOS and ODFC have contracted with Manatt to conduct a Q&A for providers on CT specific guidance on HUD CoC contract language. Manatt will provide a legal and strategic policy perspective on the potential obligations and liabilities that result from the HUD contracts’ new terms and conditions related to: benefits for non-citizens, prohibitions on promoting “gender ideology”; and terms related to compliance with anti-discrimination laws.
Manatt can address key questions such as:
- What obligations do I have to verify immigration status of people served by my program?
- What does the prohibition on promoting “gender ideology” mean and entail?
- How do HUD’s anti-discrimination requirements intersect with efforts to address racial disparities?
- How could HUD enforce these new terms, and what are the risks of non-compliance?
- What potential federal policy changes could affect my risks and responsibilities as a grantee?
In addition, the National Alliance to End Homelessness partnered with the Manatt Health legal team to review the new provisions included in the FY2024 Continuum of Care (CoC) Grant Agreement and drafted a memo with legal analysis for CoC fund recipients to consider.
