Bed Availability Dashboard data cleanup and filter optimization

Overview
This update resolves issues within the Bed Availability Dashboard where inactive programs and empty data rows were appearing in the report.
- Bug Fix: The dashboard no longer displays a blank row in the results.
- Filter Optimization: Programs that are no longer active are now excluded from the dashboard view.
- Root Cause: Addressed blank values within the Organization list that were negatively impacting report filters.
Impact & Necessary Actions
Users will see a cleaner, more accurate representation of current bed availability. No specific manual actions are required from end users as this is a backend logic fix.
