BNL Report Default Sort Order Enhancement

Overview
Previously, By-Name List (BNL) Managers had to manually sort the report in various ways to prioritize housing resources. This enhancement updates the BNL report logic to automatically sort the list by the [# Days Homeless (Last Three Years)] column in descending order (highest to lowest numbers). The [# Months Homeless (Last Three Years)] column also remains available for viewing.
Impact & Necessary Actions

System/Behavior Changes: Users no longer need to manually manipulate the Excel spreadsheet or report view to find individuals with the highest length of time homeless.

Action Required: None. The report will automatically generate using this new sorting logic moving forward.
