CT HMIS Coordinated Entry (CE) functionality expansion is now live

Overview
The CT HMIS Coordinated Entry (CE) functionality expansion is now live as of August 18, 2026. Applicable project types can now collect CE data and manage referrals directly within their existing workflows.
Key functionality includes:
- CE Data Collection: CE Events and assessment data are now available within applicable project Enroll Client workflows.
- CE Assessment Fields: Standard CE assessment fields are now included in the At-Entry assessments, including Assessment Location, Assessment Type, Assessment Level, and Prioritization Status (which can be either the BNL list or the user’s CAN’s prioritization list). Assessment Type includes two main options:
- Crisis Needs Assessment: Assessment conducted for immediate, crisis-based needs; initial, short, focused assessment to help case workers identify immediate resolutions to address emergency needs, including shelter.
- Housing Needs Assessment: Assessment conducted for housing needs; more in-depth, housing focused assessment to help case workers direct clients to resources for stabilization of their housing situation.
- Referral Management: Applicable providers can view, update, and close out referrals within their assigned system roles. Referral outcomes are reflected on the By Name List (BNL) in real time.
- CE Events & Referrals: Users can create CE Events and referrals on behalf of clients to applicable projects within and outside of their organization.
- Reporting: CE assessment and event outcome data contributes to HUD and local CE reporting, including the Coordinated Entry Annual Performance Report (APR) and By Name List (BN)L.
The existing workflows and capabilities for CA 211 and CA Network roles remain unchanged. Existing Current Living Situation and contact tracking requirements for Emergency Shelter and Street Outreach also remain in place.
Impact & Necessary Actions
Users should ensure that:
- Required CE assessment information is completed when presented.
- Referral statuses and outcomes are updated promptly.
- CE Events and referrals accurately reflect client activity.
