Update to CE Events Form

Overview
The CE form for the Coordinated Entry Event now includes both open and closed enrollments, similar to the format before the transition to the latest data standards.
Impact & Necessary Actions
CAN staff are now able to update CE Events as they were prior to the 2024 Data Standard updates.
