The Scoring Guide document for the new project application is available and linked with resources below. This post also serves as a reminder that the Connecticut Balance of State Continuum of Care (CT BOS) applications for new projects are due on Wednesday, 3/20/24. The selected projects are intended for inclusion in the CoC’s 2024 application for HUD CoC funds, including the following project types: Permanent Supportive Housing (PSH), Rapid Rehousing (RRH), and Joint Transitional Housing/Rapid Rehousing (Joint TH/RRH) projects. The deadline for submission of applications is close of business (5 p.m.) Wednesday, 3/20/24.

Zengine

Like last year, responses to the RFP will be submitted through Zengine, the CT BOS database. Zengine Instructions include the log-in link to the on-line application.

Note that Applicants that already submitted an application in Zengine in 2023 may opt to resubmit the identical application for consideration again in 2024 only if 1) their application was selected by CT BOS to be included in the application to HUD; and 2) their application was not selected for funding by HUD. Such applicants would have submitted an eSNAPS new project application in 2023. If your organization did not submit an eSNAPS new project in 2023 you are not eligible to use this option. See page 6 of Instructions document for additional information.

Selection & Funding Processes

The total funds available for new projects in 2024 will be determined based on the final bonus amounts, as determined by HUD, combined with any amount of funding that the CT BOS Steering Committee determines shall be reallocated from existing renewal projects.

CT BOS will convene a committee to review and score applications that are submitted in response to this RFP.  CT BOS uses those scores to determine which applications are submitted to HUD and the order in which they are ranked.  Projects that score higher will have a greater chance of being funded.  HUD makes final decisions regarding which applications are funded.

CT BOS encourages applications from organizations that have never previously received CoC funds as well as from organizations that are currently receiving or have in the past received CoC funds.  CT BOS provides technical assistance to ensure that the process is accessible to all eligible applicants, including those who have not received CoC funds in the past.
