The Administration and Indirect Costs training is designed to take some of the mystery out of the documentation requirements that affect your program every day. Whether you’ve been navigating these rules for years or are newer to the CoC world, there’s something here for you.
Content:
- Documenting Staff Time
- When basic timesheets are sufficient – and when additional documentation is needed to stay compliant.
- Direct vs. Indirect Costs
- Defining terms clearly and walking through examples to help categorize costs
- Project Administration Costs
- Administrative costs eligible for reimbursement in CoC projects and documentation needed to support them
- Indirect Costs – a deeper dive
- Detailed descriptions: de minimis rates, Modified Total Direct Costs (MTDC), and Negotiated Indirect Cost Rate Agreements (NICRA)
- How indirect costs can count towards match requirements

Next, the Eligibility Documentation Training will walk through HUD requirements, share sample documents, and review practical tools to capture what’s needed. Navigating the requirements for CoC and YHDP funded programs can be complex – and we know that even small gaps in documentation can have big consequences, including fund recapture. This training is designed to provide clarity about the process. We’ve structured the session to start with the broadest requirements that apply to all projects, then narrowing in on specifics for each program type.

This training is relevant for supportive housing program directors, housing coordination and case management supervisors and staff, and CAN staff. It is also relevant for street outreach staff responsible for documenting time homelessness in HMIS and/or providing homeless verification letters.
