The first round of trainings for the 2026-2027 Point-In-Time Bed Inventory and Person Count has been scheduled. The Housing Inventory Count (HIC) and Point In Time (PIT) count are annual events required by HUD:
- The HIC involves a count of all beds and units dedicated to serving people experiencing homelessness including emergency shelters, transitional housing, safe havens, rapid rehousing, permanent supportive housing and other permanent housing programs
- The PIT count involves a count of people experiencing sheltered and unsheltered homelessness at a single point in time within the CoC.

- Sheltered homelessness consists of people staying in emergency shelters, cold weather shelters, seasonal shelters, transitional housing or safe havens

- Unsheltered homelessness involves people that Street Outreach Programs, Warming Centers and Youth Navigator Programs would encounter
HIC Training – The two training opportunities below are for the Housing Inventory Count (HIC) for both HMIS and Non-HMIS participating agencies. The HMIS related data will be covered at the beginning of the training and those users with HMIS only responsibilities can drop off.
1). Sheltered Programs Training 10/6/2026 from 10-12 – This training is for users who will be confirming the Housing Inventory programs and confirming the available bed information for the following program types:
- Emergency Shelter (includes seasonal/cold weather shelters and year-round shelters)
- Safe Haven
- Transitional Housing
- Permanent Supportive Housing
- Rapid Rehousing programs
2). Unsheltered Programs Training 10/6/2026 from 1-3 – This training is for users who will be confirming the Street Outreach programs and Warming Center programs for PIT and confirming the unsheltered persons count for PIT. This training will cover evaluating and preparing unsheltered data leading up to the PIT count.
PIT Training – The training for counting sheltered and unsheltered persons will be held on January 6, 2027. Registration emails will go out with the links for those training in a later communication.
PIT Count – The actual Point In Time count will take place on January 26, 2027.
