Dear Providers,
This is a reminder: DMHAS has issued a Request for Proposals (RFP) for a Homeless to Housing Program, new awards are expected to take effect July 1, 2027.
Required Letter of Intent Due 10/8 by 3pm! Agencies that do not submit a letter will not be permitted to proceed with RFP submission.
Included in this RFP are the HUD CoC supportive services funds from the reduced PSH projects as submitted in the FY 2026 NOFO.
The purpose of this RFP is to develop programs to support people experiencing homelessness find and sustain stable, safe, permanent housing. Agencies will do this by implementing interdisciplinary service teams that address the individualized needs of each consumer. The service teams will follow the consumer from their unsheltered or sheltered situation through the stabilization of permanent housing. The program will follow a “services follows the person” model.
The Homeless to Housing RFP defines service requirements, performance measures, application and implementation timelines, and other related information.
